The difference in one line
The same “3 ans” flips meaning depending on the word — it all hangs on the relationship to now:

Trap #1: depuis takes the present tense ⚠️
English says I have been learning French for 3 years — French uses the present:
- ❌
J'ai appris le français depuis 3 ans. - ✅ J'apprends le français depuis 3 ans.
The action is still going, so: present.
- J'habite ici depuis 2020.
- Il travaille chez nous depuis 6 mois.
For a past-in-past duration, use the imparfait: J'habitais là depuis 2 ans quand j'ai déménagé.
depuis takes either
- A point: depuis 2020 · depuis mars · depuis mon arrivée
- A duration: depuis 3 ans · depuis 6 mois
(pendant and pour only take a duration.)
il y a has two meanings ⚠️

Bonus: three ways to say the same thing
- J'apprends le français depuis 3 ans.
- Ça fait 3 ans que j'apprends le français. ← most common in speech
- Il y a 3 ans que j'apprends le français.
Note:
il y a 3 ans que + present= it's been going 3 years (≠ bareil y a 3 ans= 3 years ago).
Bonus: in the negative, depuis takes the passé composé
- Je n'ai pas vu Paul depuis 3 ans. (I haven't seen Paul for 3 years)
- Je n'ai pas fumé depuis un an.
